The proximity of the elections advises not to raise its taxes. The Government will congeal the next year the fiscality that supports almost two million small industralists. They are those that they pay by the system of objective estimation in modules: agriculturists and small retailers, carriers, bars and restaurants, small repairs of the home, and taxis, mainly. The system by that they pay these industralists bases on the use of objective variables, or modules, like the number of employees, the surface of the premises, or the power consumption, in agreement with which the considered yield of its business is determined; and it is based on that number by which they pay in the PERSONAL INCOME TAX, and also in the IVA (this system avoids the red tape and the documentation to them to justify its income and expenses). The quantities of these variables will not modify in 2008, nor to fit them to the inflation, according to sources of the tributary Administration consulted by EXPANSION. The maintenance of the variables supposes, in fact, a reduction of taxes in a quantity equivalent to the IPC of 2007, around 3%, since its fiscal invoice will not rise with the real increase of the cost of the life. Property will publish in the next days in the Government reporter of the State the ministerial order that regulates the taxation of the modules for the next exercise. According to the consulted sources of Property, the norm does not contemplate appreciable modifications in the regulation of the modules and its quantities. The unique predicted changes will foreseeably affect the agricultural sector, cattle and fishing, of technical character and to correct the impact of the ascent of the gasohol (as planned by the Government with the sector). The publication of the order that regulates the modules must be realized before the 1 of December. That way, the small companies have the last month of the year to make their accounts and to decide if they stay paying in the system of modules or although they resign to the same (also it is the capable period to communicate to the Administration another type of changes). At the moment, the percentage of resignations is of the twenty percent on the potential census of contributors of the system of objective estimation, the double that for ten years.
