The PSOE will compete with the PP eliminating Patrimony
The socialist electoral program will include desire to eliminate the Tax of Patrimony in the next reform of the autonomic financing. The PSOE responds, thus, to the commitment of the popular ones to end this tribute. The decision is taken. And the fiscal battle by the elimination of autonomic taxes has been able to splash already to great national parties both, as it advanced EXPANSION 18 of September the past. If first in advancing his desires to trim the Tax of Patrimony it were the Popular Party, in particular, in the Community of Madrid, the Socialist Party has decided to respond with the same arms. The electoral program of the PSOE for the next generals, who foreseeably will be celebrated in March of 2008, will pick up desire to advance in the next reform of the autonomic financing towards the elimination of the tribute that punishes the accumulation of wealth by the contributors. The proposal of the Socialists will shape, thus, the commitment to negotiate with the independent communities the resignation to “an unjust” tax, “weakened” and “penalizador of the familiar saving”, according to words of the federal secretary of the Madrilenian Socialists, Takings Go'mez. The party in the Government, in case of gaining the next elections, tries abrir immediately the process of dialog with the autonomies to determine the future law of territorial financing, norm in which it will have to define the scheme of income and taxes of the communities. In that negotiating table, the Socialist Party will realize a offer to the territorial governments: to recalculate the bottoms that each region needs trying to end the burden of Patrimony, a tax which at the moment a million Spaniards pay almost and whose maximum burden is placed in 2.5%, the major of both unique countries that applies this tax in the EU (France receives a 1.7% of the accumulated patrimony by the contributors and, in fact, the Senate already has demanded to the Government the eradication of this tribute). In the socialist rows an agreement exists to advance towards the agreed elimination of the burden. But also not to do it, unique and exclusively at the expense of the bottoms of the State. Vice-president Pedro Solbes, in fact, noticed yesterday that she is not had to that the possible suppression of the Tax on the Patrimony - tribute that totally is yielded to the CCAA- carries out following the criterion of which the autonomies “prefer that I to it suppress and who gives the money them. that solution do not like”, clarified I. From the socialist direction a similar thesis stays. The aim of Patrimony starting off in the agreement of the autonomies of not demanding to the State the economic compensation by the 1,442 million Euros of annual collection will be agreed to that contributes to the regional coffers. In the middle of the debate, the regional messages are different, and include from the most obstinate position of Extremadura, to the support of Castilla-La Mancha, happening through communities that erase the measurement of “frankly bad”. In the middle Catalonia is placed also, that accepts the commitments to eliminate Patrimony, but protests that it is in exchange for establishing a minimum common in Successions and Donations; although in most of communities of the east PP tribute virtually is eliminated. In the PP the opinion is more unanimous, and is a clear bet to suppress Patrimony - arguing that “does not suppose one serious load for the State” -, reason why the measurement also will go including in the electoral program. In this occasion, the commitments go preceded by the Community of Madrid, where Hope Aguirre was pioneering in sentencing it until death: at the end of the present legislature, in 2011, the Madrilenians will be the first contributors who stop paying it.
